SROs must be police officers of law enforcement agencies who are to serve within a school setting pursuant to a memorandum of understanding between the employing law enforcement agency and a school district within the agency’s jurisdiction. Any officer serving in this role as of January 1, 2021 must have a special certification issued by the Illinois Law Enforcement Training and Standards Board (“Board”). Such officers must have attended a special training, or attained a waiver by the Board, before they can serve in this role. To be eligible for this special certificate, a full-time Illinois law enforcement officer must have been actively employed in a law enforcement position within the state for at least three years (five years for part-time officers) before enrolling in the course or requesting a waiver. Each such officer must also be of sound character, free of disciplinary concerns, and open to working with minors.
