Course Object

This presentation will feature a discussion of the evolution of Law Enforcement Records Management law.  The mandates and procedures of the Local and State Records Commissions and the Local and State Records Acts will be discussed and analyzed along with various guidelines created and provided by the Illinois Records Archivist, the Illinois Secretary of State.  The appropriate administrative rules governing the Local and State Records commissions will be provided and analyzed.

Course Content

The accepted methods of creating, maintaining, and disposing of Public Records will be illustrated and discussed.  Various recent Legislative Enactments concerning creating, securing, sealing, and expunging various Law Enforcement records concerning both adult and juvenile, including the new mandatory expungement requirements concerning juvenile records in Illinois, will be provided, and discussed.  Finally, various forms and guides produced by the Officer of the Illinois Appellate Defender will be provided and analyzed.

 About the Instructor

Don Hays – Bachelor of Science Degree in Education from Eastern Illinois University. Twenty-five years’ experience in training State’s Attorneys and Law Enforcement Officers in various areas of the law. Instructor at the Lincoln Land Police Training Institute for five years. Subjects: Arrest, Search and Seizure; Criminal Justice Legislation; Evidence Law; the Controlled Substances and Cannabis Control Acts. Instructor for numerous police training organizations training Law Enforcement Officers on numerous topics related to law enforcement.  Produced and presented numerous training presentations for State’s Attorneys. An approved presenter of numerous M-CLE General Law and Ethics presentations for the Office of the Appellate Prosecutor.
