Course Objective
Update Officers concerning the statutory, policy, and procedural changes necessitate by the Abolition of Cash Bail in Illinois.
Course Content
The Illinois Law Enforcement Reform Act of 2021 has been enacted into law as Public Act: 101-0652 and became effective on July 1, 2021. A significant portion of that Act abolishes cash bail in Illinois. On Thursday, July 18, 2023, the Illinois Supreme Court released its decision in the case of Rowe v. Raoul, 2023 IL 129248, wherein the Court reversed the trial court’s judgment declaring the abolition of case bail in Illinois unconstitutional. In that decision, the Court set the effective date of the now approved abolition of cash bail, and all of the provisions that go with it, of Monday, September 18, 2023. This presentation will identify and analyze those changes. Issues involving how Law Enforcement Officers and Agencies response to these changes will be analyzed. The goal of this presentation is to assist Illinois Law Enforcement Officers and Agencies in understanding these changes
The goals of this course are as follows.
- Provide a complete analysis of the statutory changes resulting from the abolition of cash bail.
- Allow Illinois Law Enforcement Officers and Agencies to become familiar with changes that must be made in their Agency policies as a result of the abolition of cash bail.
- Provide an opportunity to discuss the best ways to react to these changes.
